That, Mr. Trump declared before the event began, would happen on “Truth Social, the real voice of America,” praising the social media platform in which he has a financial stake that would be his bully pulpit for the night. Truth Social began experiencing outages toward the beginning of Mr. Biden’s remarks, with more than 3,000 reported outages on the site by 9:30 p.m., according to Down Detector, a website that tracks user reports of web disruptions. The outages paused the barrage of derogatory posts that made up Mr. Trump’s response to Mr. Biden’s remarks, which included an unusual video that deployed Snapchat filters to mocking effect. Mr. Biden took numerous shots at Mr. Trump, the expected Republican nominee, on Thursday night, referring to him only as his “predecessor” in an effort to highlight the stakes of the election and draw a contrast for viewers between his vision for the country and the one depicted by his all-but-certain opponent.

Biden called Bertagnolli “a world-class physician-scientist whose vision and leadership will ensure NIH continues to be an engine of innovation to improve the health of the American people,” in a statement Monday. But President Yoon Suk Yeol of South Korea went straight for President Biden’s weak spot on Wednesday night, quoting Irish sayings at the beginning and end of his toast at a lavish state dinner at the White House. Mr. Yoon thanked Mr. Biden and then quoted the Irish poet Seamus Heaney, a presidential favorite who makes rather frequent guest appearances in Biden speeches. “Behavior that’s admired is the path to power among people everywhere,” Mr. Yoon said. Mr. Biden honored Mr. Yoon with only the second state dinner of his presidency, with Jill Biden treating their guests to a classic American menu with a Korean flair.
I visited Taiwan in late March as part of a US delegation that met with senior Taiwanese leaders in government and civil society, including Tsai. Nonetheless, several senior Taiwanese officials expressed disbelief when I told them that Trump might actually be the Republican nominee for president again, particularly given his recent legal troubles. President Joe Biden is also viewed favorably in Taiwan, particularly because of promises that the US would defend Taiwan if it was attacked by China. But senior administration officials have repeatedly stressed that, notwithstanding Biden’s statements, US policy toward Taiwan has not changed. Taiwanese officials must deal with the reality that with each passing day, an attack from China may be drawing near.

Former House Speaker Nancy Pelosi declared it “inspiring.” NPR said the president likely came across to many as both “confrontational” and “reasonable,” while CNN swooned that “his message was one of unadulterated optimism.” Senate Majority Leader Chuck Schumer said Mr. Biden “talked with vigor,” and House Minority Leader Hakeem Jeffries proclaimed the address “compelling.”The president suckered the House GOP’s Knucklehead Caucus—led by the crazed Rep. Marjorie Taylor Greene—to scream at him, providing a made-for-TV moment. After speaking for 73 minutes, he spent another 20 shaking hands in the chamber before departing for the White House, apparently to leave an image of camaraderie and energy.

When Mr. Biden finally announces his re-election bid, he will be running as a democratic socialist. That is the clear takeaway from the more than 70 minutes Mr. Biden spent describing his plans to push federal spending and mandates into every nook of American life. What a welcome departure this is from the misrepresentation Rep. Jim Clyburn perpetrated on voters to get Mr. Biden elected as a centrist in 2020. Recall how the South Carolina congressman endorsed Mr. Biden before his state’s primary, explicitly warning on ABC’s “This Week” against the insurgent campaign of Vermont Sen. Bernie Sanders: “I do believe it will be an extra burden for us to have to carry. This is South Carolina, and South Carolinians are pretty leery about that title ‘socialist.’ ”
